A: Maybe. Which model 3er? They made more than one and there are differences.
There is an issue with the automatic transmission on some of these cars. see www.noreverse.org.
Most BMWs will need the entire cooling system replaced by the time they are 7 years old.
There are a few regular items that need to be done at 100,000 miles. (spark plugs, O2 sensor...)
Car could need brakes and shocks.
Car could need the front control arm bushings replaced.
Worst case the car you are looking at will need all of that done. That is going to cost thousands. Maybe even more than you paid for the car.
Best case, the previous owner kept up on all the service. Most of the things I've listed have already been replaced. Car isn't due for any service. -- Your cost for six months will be $0.00

A: 1999 model is an e46. The fuse box is located in the glove box on the top. Look for two tabs to turn on each side of the top of the glove box. (answered by Wilson F on October 02, 2007)
